ON ENVIRONMENTAL MANAGEMENT

Environmental
management refers to the deliberate human actions to influence a certain number
of conditions of the environment usually to favor particular human needs. In the Cities of Puerto Princesa and Davao,
there are entities (Palawan Wildlife Rescue and Conservation Center and Davao
Crocodile Farm) in the business of managing, preserving and producing
crocodiles for their commercial value. Crocodiles
are bred, nurtured, fed and grown to maturity without being poached in their
infancy. Although the crocodiles are in
a man-made/controlled environment and not their natural habitat, this healthy
management system insures the survival of crocodiles.
The
commerce of man, however, made him hunt crocodiles for their much-valued hide
and exotic meat. If this trade is not
controlled, given man’s appetite and greed, crocodiles will eventually become
extinct. The people managing these
agencies should be congratulated for jobs well done.
But,
wait… there is another place where crocodiles are also bred in abundance and
protected by no less than the Constitution of the Republic of the Philippines…
the Congress. These crocodiles are never
hunted for their skins and, in fact, wear fancy and expensive clothes made by
Giorgio Armani, Ralph Lauren, Salvatore Ferragamo, etc. For whatever they wear, they will still be
the metaphoric crocodiles who are no better that their relatives in Puerto
Princesa and Davao. And, unfortunately, no
skill requirement, knowhow and principle in environmental management could ever
apply to this unique species of crooks… este, crocodiles.
